Evan Finlay (MPP 2017)

Why did you choose UCR’s MPP program?
Becoming a physician was always my main goal, but while studying public health in my undergrad I realized that physicians did not have as large of an effect on health outcomes. The environment in which people live has to be addressed as well as the social determinants of health in order to improve the health conditions of the patients I encounter. I chose UCR because of the focus on the Southern California region. Southern California’s population density, diversity, and resources make it an ideal location where policy can be studied and implemented.

How has your policy background helped out/contributed to your medical studies?
I have been able to analyze and critique research articles and determine how poor research design can create questionable findings. It has also been helpful in understanding patient needs and assisting patients navigate the complexities of the healthcare system. I have been selected to be part of various projects with the Tulare County Public Health Department because of my background. Our team is developing mental health materials for medical professionals to assist in more accurately diagnosing mental illnesses and prescribing the most up-to-date medications.

Post medical school, what type of specialty do you see yourself going into? What are your plans?
After medical school and completing a Family Medicine residency I will be working with the underserved in either the Inland Empire or the Central Valley. While I do want to work with patients for the entirety of my career, I want to get involved with policy creation and implementation. So much of the health of our communities is determined before someone steps into the clinic. I have always been interested in obesity and all of the diseases that can coexist with this epidemic. While education has been, and always will be important, poor health outcomes need to be addressed with policy. The built environment and food regulations will be primary areas of focus to decrease the current skyrocketing trend.
